If it ONLY releases on PS4, then PS4. The game may make it over the ocean as a PS4 exclusive. It depends on whether or not SE has the money for it. DQ is not the type of game I see Sony supporting.
If it releases on PS4/PS3, then it will release on the Wii U (and likely not get localized on PS3/WiiU).
The only way it releases on XB1 is if MS funds the game; just imagine the meltdowns
