If these rumors are true, from it being weaker to their hoping to ship 20 million in the first year, then it's almost certainly a handheld. If it's some sort of handheld/console it's already looking to flop by virtue of being rather underpowered as a console, something that 3rd party devs clearly aren't too fond of.
Hopefully these rumors don't wind up being true.
