[FF7:R] Will it be turn based? Is that a good or poor decision?

It doesn't have to change gameplay (at least not drastically.) A good example of an FF remake is FFIII or FFIV for the DS/PC. If this is an  Action RPG I'd consider it a reimagining (like Silent Hill Shattered Memories vs. Silent Hill 1) rather than a remake.
