Iraqi government is not a poor one as well.
However, US's intention for the longest in Iraq was to train and equip local law enforcement and their military.
The tribal division within the country never allowed for a homogeneous government let alone a body of law enforcement and military.
US trained and equiped every province of Northern Iraq and most of them crumbled under ISIS occupation.
Iraqi forces were scared of ISIS because a lot of the populace were joining the invasive force instead of helping them. The military and police fled and left their equipments to luck.
