Here is the thing, it isn't conspiracy theory, this is what happened. USA funded Syrian Rebels with weapons (not necessarily all USA branded weapons).....Syrian Rebels in turn sold those weapons to than the weak ISIS. 

USA isn't exactly at fault more like repeating past mistakes over and over again (Since communist Cuba). They constantly try to fund rebels, and it always backfires in one way.

no the rebels were collaborating with al-qaeda throughout their rebellion against their government and this was known by the united states government
