This is because of egalitarian movements actually. Because colleges have affirmative action policies, ethnic groups are competing with themselves rather than for slots with other races and that means higher test scores required for over represented groups vs. underrepresented groups. So in the eyes of governments and colleges this is equal. I view it as unequal treatment to compensate for inequalities from cultural predispositions, and that is unethical in my opinion and fuels future conflict amongst ethnic groups. Everyone should be treated as individuals first and foremost, with only a minor consideration of background.
