Not everyone. And plus the new characters that where made now. Like SSJ God Goku, Gold Freeza. And Goku's mom. They could even thrown in a what if bulma, for example. If Bandai wanted to make a Power Rangers/Super Sentai fighter. They have over 230 Rangers now.
