Just like Dragon Quest X (and its expansions) means it is for the Nintendo? I'd say the probablities are PS4 + PS3 + NX (late port) > NX (handheld + home console form factors) > PS4 exclusive. It depends mostly on when it will release. If they are trying for the 30th anniversary though, and they already have an early devkit I can see them releasing it for the handheld form-factor of NX in late 2016 and 2017 for the home-console form-factor. Now if they want to release it earlier in 2016 for the anniversary I can see it being released for PS3 + PS4 with a late port to NX handheld and by extension NX home platform. There is absolutely no way that it would be a PS4 exclusive if PS4 is not near 3 million in Japan by 2016.
