1. Big deal. For Shenmue 3, Yu Suzuki has access to assets from the first games, and the planning stages of the project has already been handled. Parts of Shenmue 3 were already made by the time the project was canned by Sega in the early 2000s. This will save a lot of money.
2: The original Shenmue game used technology that didn't exist elsewhere at the time. A lot of money went into developing that new tech. Shenmue 2 didn't cost as much to develop despite being a bigger world. And Shenmue 3 won't either.
3. You know nothing about the scope of Shenmue 3. For example, Yu Suzuki said that he doesn't want to make Shenmue 3 bigger than Shenmue 2. He wants to make it deeper, and focus on characters more than on the scope of its landcapes and cities.
Considering the technical difficulties of making the first two games are pretty much taken cared of by using the U4 engine, the funds required to develop a game similar to the first two games is greatly reduced by today's standards. But the main point to take away here is that Yu Suzuki knows how much money is required for his team to make this possible better than an armchair expert like you. ^_-

1. Yeah, big deal. Developers get paid much more in developed countries. And I'm sure assets that was Sega made and own/owned back in the early 2000s will cut t 10-15 years later.
2. How much did Shenmue 2 cost? And source please.
3. So, Shenmue 3 is going to be a smaller game? I wasn't expecting anything less - they won't have the money to make it a true Shenmue game.
However you want to put it, making it an open world game in this day and age won't be cheap.
