If the games were good, they wouldn't be complaining but the truth is that most people get these games on Plus, play them and see that there's a pattern that develops - that most of them are garbage. At least with retail games, there are some redeeming factor or fun to be had.

But PS+ was sold to people as a means of getting free big games.  It's like if you bought a house you really liked and then pull up to your new address and it is a totally different house.  Even if the houses is rather nice you are still going to be quite pissed that you didn't get what was sold to you.  Also, since when was PS+ or a console launch the be all end all indicator of game quality, indie or otherwise? :P  Some Indie devs just straight up don't want to put their game on consoles for any number of reasons.  And lastly, since when were user scores taken seriously?  I always see them being downplayed/rejected/ridiculed when they come from Amazon, Metacritic, or pretty much anywhere else.
