Fallout 4 Will Run At 1080p And 30 FPS on everything

I don't think they meant that it is locked at 1080p 30fps on everything, but more that at MINIMUM it will be 1080p 30fps on everything. I don't see why they would lock it on PC, PC's could run it at above 60fps or 4K.
