Last gen was the 1st time we saw multiplatform launches for Square's flagship franchise.

FF XIII- 5.3 mil on PS3, 2.1 mil on XB360 - this is despite MS have a fairly large lead at the time in marketshare. Even in NA PS3 version sold 500k more than 360 version and at the time the 360 had close to a 2-1 advantage in marketshare.

FF XIII-2- 2.6 mil PS3, .7 mil X360. Now at more than a 3-1 advantage. (X360 had decent markshare lead)

FF XIII: LR- 1.01 mil PS3, .23 mil X360, Now at just over a 4-1 advantage. (Marketshare was about equal at this point)

FF T-0: According to outdated software numbers from VGC, it is greater than a 5-1 advantage for PS4. But based on post from people at GAF that number may be closer to 10-1.   This is important because the biggest selling point for the game was the FF XV demo.

 

Based on this it is very reasonable to project a 4-1 to 5-1 advantage for FF XV, this makes it reasonable if Sony wanted to, to get some sort of exclusivity. Timed or content. I doubt they would go for full out exclusive because if they get timed or Marketing/content the XB1 version will be DOA regardless.

Sony may not even need to put up money for exclusivitity of less western friendly games. For instance, according to GAF again, the XB1 version of T-0 failed to even sellthrough the minimum pre-order requirement. Most of this post was specific in referrence to Square and FF, but this part I think will carry true for most eastern friendly games.
