Here is the Wiki entry for most expensive video games, and it shows Shenmue at #13 $47miliion for development, and 23 million for Marketing = 70 million. So it did in fact cost SEGA 70 million.

If Yu Suzuki really wants to develop this game, at the max amount of money, he should have had his stretch goals tiers add other systems (XB1, WiiU). I realize Sony is going to pay for the porting onto the PS4, Sony could have kept exclusive marketing rights,with an option for physical release, and kept other ports on other consoles strictly digital. They could have also had given Nintendo, and MS the option to cover porting cost to their respective consoles.
My .02 cents I'm not going to fund on KS anymore I already got burned on one KS where my $300 helped a douchebag pay for rent, and vacations. I'll pay full price for a product when it's on a store shelf.
