Yes, and you can only get this by pre-ordering on PSN. There is no stand alone version.
Sony is adding a lot of exclusive themes on their pre-orders now.
Also, you get 2 Runner Kits as well. Other places only give you 1 Runner Kit. We dont know 100% what they are, but I believe they are just customizing your looks.
