Of course, 60 fps is better, but 30 is acceptable for this kind of game. I enjoyed some titles with flutuating framerate. Second Son was 40-45 fps, Shadow Fall 30-40 and the games had a more fluid feeling. However, they had a very good vsync solution that worked well. Other games suffer with stuttering (Knack).
We can also assume that maybe the game would remain close to 30 most of the time, so risking stuttering to get 35 fps isn't worth it. They could also have decided to increase the visual bar, since some people complained about character models in the 2014 trailer.
