The simple answer is that the Vita is a handheld that has standard game pricing, and the PS3/PS4 are home consoles with their own standard game pricing. They could price both versions the same, but they just kind of don't. They stick to the standard pricing, and I guess it works for them. Plus, no matter how you look at it, there are less Vita's in the wild, so if people want a version, odds are they'll only ever see the $60 version and hop on that.
