That's only part of it, though. They have also been getting stores to take the max they can, most likely through "one time discounts on X amount of stock," just so they can create the illusion that they aren't that far behind Sony. That's why they made sure to announce "nearly shipped 10M" just 3 months after Sony announced 10M sold-through. They did the same last gen just so they could be the first to ship 10M, since they said that would determine the winner. Which it didn't.
