Actually Microsoft is indeed publishing Rise of The Tomb Raider for XBox, but they dont own the IP
Publishing costs are assumed by MS in 2015. Then the actual owner of the game can do whatever they want.
Meaning that the revenue acquired by selling the game in XBox will be used to publish the game in other platforms of their choice.
