They could spend 1h on VR and make a boring conference, if they announce 4 exclusives after that like Horizon/TLG/a game from MM/ a game from Level 5 ( though could be at level 5 conf ) , when you will make the summary of the conference, they will have easily win

Now i have no doubt PS4 will get a much better E3 with a lot more new exclusive announcements ( not difficult to do more than one...)

But that's what we are hoping but add to that the possible third parties partnership and there's less time than that to announce those games.  I really hope I'm wrong but I decide to have realistic expectations.
