There's usually a consensus for who won. People generally that agree that these companies won the last few E3s:

2014 - Nintendo

2013 - Sony

2012 -  Ubisoft

Speak for yourself. And by what Criteria? MS had a decent 2013, in terms of games, but most everything else was terrible. Ubisoft did well in 2013 with the division reveal and new watch dogs gameplay. 
Sony played safe last year but did well still.
