The difference is that the Vita is actually selling decently in Japan. Also third parties are split between 3DS and Vita, and dev costs are less, making big userbase not as important. NDS got the overwhelming Japanese support last gen.

The Vita started selling well BECAUSE of the great japanese support it got, not before. it was a consequence of said support. The games I said I'm buying arent necessarily big budget games and I'm sure the PS4 will get plenty of those even moreso than the ps3 did.
