Consdering R&C, UC 4 and GT7 since Kaz said it are almost a given and this year lacks big guns form Sony first party support I think it's very possible this scenario could happen.  

Yeah I think GoW is the curve ball but I could see it happening. There are still so many unannounced games from Sony like Media Molicule for instance and PM omg its hard not to get excited
