That seems to be contingent on whether or not PS4 console sales can pick-up in Japan. If they can't, I would expect half this generation to be PS3/PS4 multiplats and the other half a transition to the next Nintendo handheld/fusion platform and a continual increase in mobile support. 

they moved on from psp to Vita eventually and the same will happen for ps4 between this and next year. it's an easy guess, they are just taking longer to make the move than western market because their audience takes their time moving into next gen.

The difference is that the Vita is actually selling decently in Japan. Also third parties are split between 3DS and Vita, and dev costs are less, making big userbase not as important. NDS got the overwhelming Japanese support last gen.
