I'm sure they're targeting 60, but then again, it's possible that 50 fps is accurate, as that would be a fair compromise to maintain 1080p and use more extensive graphical effects while maintaining a fair level of smoothness and responsiveness. If motion blur is used effectively, it could very well mask the 50 fps over a X/60 Hz TV. Forza Horizon 2 uses motion blur rather effectively, making 30 fps feel surprisingly "smooth".
