I just came back from ebgames, there were 420 normal copies of GTA4 behind the counter, it said this on a sign on one of the boxes, 240 for the 360 and 180 for the PS3. There were about 20 copies of the 360 special edition behind the counter and none for the PS3 that i could see, one of the guys at the store said they did not even receive enough of the PS3 special edition to cover the pre-oders.
The store is in a mall and it opened at 8am to sell GTA4, i left the store by 9am and there were about 12 people still behind me. One of the guys at the store said people were lining up at 6:30.
