Let me quote the link provided in the article as to whether this game is confirmed or not.
"Theoretically , nothing still binds this project with Platinum , but when you know the very poor returns of recent episodes and the fact that the studio has already responded to Activision command ( The Legend of Korra ) ..."
Basically this is still all just speculation. I wouldn't think they would move Scalebound info for this, now let's hope Platinum Games agrees. *edit* Or it simply wasn't a P* game anyways.
