Since they will probably at least try to fix the poor framerate of the PS3 version, I think framerate would likely be scalable as opposed to being tethered with gamespeed. Usually games that have poor framerates are optimized without gamespeed being a factor otherwise the desyncing of cutscenes or slowdown of cutscenes would happen, as you described.

I forgot to mention. Downsampling is a nice feature of the PC version as well. 1440p/1600p or even 4k downsampled to 1080p is the equivalent of 2xSSAA - 4xSSAA, which is an alias-free experience with a crisp picture (other forms of AA blur the picture.)
