Yes, but there is still potential that it will work fine. Different games work differently when the framerate is unlocked. Some have minor bugs, if any, others have gamebreaking ones. Since they will probably at least try to fix the poor framerate of the PS3 version, I think framerate would likely be scalable as opposed to being tethered with gamespeed. Usually games that have poor framerates are optimized without gamespeed being a factor otherwise the desyncing of cutscenes or slowdown of cutscenes would happen, as you described. 


or simple put into words buy the console version and just playing the game
