All you'll have to do is change the .ini file, or download a mod like GeDoSaTo to do it for you, like it did it when FFXIII was release. So there is already a means to do this before the game even releases. 

thats not always the case, and if then the  game can also run buggy. For example the 60 frames can offtsink the voice acting and cutscenes
