All you'll have to do is change the .ini file, or download a mod like GeDoSaTo to do it for you, like it did it when FFXIII was release. So there is already a means to do this before the game even releases. I'm sure the PS4 version will be 60fps, but there is always a big chance it won't be if the port is a lazy one.
