Well, yes. I was exaggerating a bit. But the reigns are loose.
As for the graphics polishing, it seems more like an example statement than an actual fact. The "or whatever" part pretty much tells me they are not talking about specific instances really, but the fact that Nintendo told them early not to compromise gameplay for anything.
