Based on their consistently specific wording i'd say a spin-off is quite probable (or at the very least they're thinking about it), but i expect the core Nathan Drake story will be over. As long as 4 bring closure to the main series, i'd be fine with a spin-off.
If they do make a spin-off i hope it's not by ND though. I'd like them to move onto other projects.
