I'm not on the complete inside know how of XCOM's community but who's to say there isn't going to be or is a mod community?, now that there's mod support fully from the start I'd expect mods to come in abundance, same with most games that offer/restrict modding anyway.

I never said that there isn't a mod community, I said that the mod community isn't that big and thus not really a reason for it not to release on consoles.
Just gonna quote the article again: "it would almost certainly be without support for mods, one of the games biggest selling points".

Now there are some type of games that just don't have much things to mod. XCOM is one of them.

Maybe XCom doesn't much many mods but there's one that deserves attention: The Long War.

It completely changes the game offering a whole new and longer campaign, the option to have up to twelve soldiers on your squad and many other things.

XCOM can now retake countries by finding and conquering alien bases in those countries. Help council countries defend themselves by fulfilling their requests for alien technology!
  • Aliens and EXALT forces grow tougher over time, gaining stats and perks
  • New weapons for XCOM soldiers
  • Soldiers rest after each mission, requiring the player to build a much deeper roster of soldiers
  • Modified Second Wave options to support longer campaigns
