I'm pretty sure TLoU will sell more.
There was a lot of hype from PS4 owners who tried TLoU on PS3, but wanted a 1080p, 60fps experience. Not to mention the guys who migrated from X360 or Wii to PS4 and also wanted to play it.
I just don't see the same hype for a UC remaster. UC3 came out four years ago.
A little of topic: A lot of people downplaying TLoU numbers on PS4. I'm confident the ratio between the game sold separetely and bundled is 50/50%.
