I should point out that the Dreamcast launched for $199 (US) on September 9, 1999 ...
The Dreamcasts failure was mostly associated with the loss of Consumer and Developer confidence in Sega after the disapointing results of the Sega Gamegear, Sega CD, Sega 32x, Sega Saturn, and Sega Nomad; the best selling of these systems was the Sega Saturn which sold (roughly) 10 Million systems.
Had Sega never released the Sega CD, Sega 32X or Sega Nomad the Dreamcast could have probably been a (reasonably) successful system; if the Saturn was a more affordable system and had games available at launch it is likely the Playstation would have never gained the traction necessary to control the market.
