Gears of War 1 had a 9.4/10 and won GOTY in 2006. Based on the UE3 engine advances and the vast amount of sales I believe that you are wrong especially with KZ2.
Game of the year candiates will probably be GTA 4, MGS4, GeOW2 and WiiFit in my mind. (Consoles only)
