How about developers not piss away money in the development process? So much money gets wasted when devs go for looks over a good game (Crytek and Sony), when they spread the development team across all seven continents (any AAA Ubisoft game released in the last 3 years), and most importantly, just taking too damn long to finish the game (Duke Nukem Forever and The Last Guardian). How on earth does a game like Crysis 3 cost $66 million to develop when the game is nothing more?
Anyway on-disc DLC to offset development costs is a stupid move because as development gets more expensive, DLC gets more expensive, and it will get to a point that it just isn't worth it anymore. If someone wants to profit off of an expensive game, they need to cut costs at the source rather than nickel-and-dime consumers.
