Persona 5 will sell over 2 million units on PS3+4

That is entirely true, it is your opinion! I mean, a game of the year is completely subjective to begin with. For example, the GOTY last year for me was Bayonetta 2, but for others it was Smash Bros, Dragon Age Inq, Call of Duty etc.

However, I am talking about which game will actually get the award and I have a feeling if it was Persona 5 or Xenoblade X, Xenoblade would recieve it.

Eh, if you are talking about which game gets the most awards, I kind of doubt it will be xenoblade.  Even though xenoblade is definitely looking to be my game of the year.  My guess for the game that gets the most goy awards is probably arkham knight... Possibly halo 5.
