I think you can still upgrade even if you haven't reserved a copy. Microsoft still hasn't cleared this up though:

"Microsoft hasn’t yet explained any details about how, when, or if the company will start charging for Windows, however it seems likely that you’ll still have a chance to get the free upgrade if you don’t reserve it now."
