What you tlaking about the amoutn of NPC is mind blowing.
Maybe your on console and the npc are on super low. But on PC there is a setting for amount of background hcaracters or somethign to that extent. Like 4 settings, low, medium, high, ultra. When on Ultra there is a shit ton of people walking around the cities. The Inn's are jam packed with people.
