Nothing's changed; this was just an acknowledgement of what the market already knew.
There simply is no significant market for the PSV in the West.
The PSV still makes for a good companion device for the PS4, and it remains a good device for playing old PSP and PS1 games. For anything else, it's pretty much import Japanese games for those who are into that market.
