It is... MS have the market deal with The Witcher 3... that is why the Exclusive Limited Edition only exists for Xbone and the official bundle is with Xbone too.
The PS4 version got all attention like the CoD: Ghost because it was the version ahead in development... so the most stable and ready to be showed... that is why the videos and reviews are on PS4... samething happened with CoD: Ghost.
Edit - MS was showed PC version on their videos most of times because the Xbone version was not ready to be showed for some time.
