No, he means halfway through optimising the game for a solid 30fps, they might go and announce the next console making all the optimisation pointless when they'd be better putting that resource into moving it over to the Wii U's successor instead.

Just because it's in the same paragraph, doesn't mean it means the same thing. The context of "halfway" was clearly at optimising the game. The game itself is done, the code is on Wii U, it runs like ass. Optimisation is the next process. They're currently evaluating whether it's worth doing it as the potential early reveal of a new console would basically null all the effort they would have to put in.
