Yeeeaaah, it's very rare for a Wii U game to sell more in Japan than NA. I think it's only happened twice actually, with MH3U (I mean, it's Monster Hunter) and Wii Party U (which was bundled like crazy in Japan).
EU is the singular region I am unable to predict. I imagine it'll be less than Japan most likely, but by how much I don't know.
Edit: Okay, so it happened three times. (Game & Wario was the third)
