The hardware just isnt strong enough. We've already seen how this game runs on the new HD twins when stressed and the Wii U simply wouldnt stand a chance even at 720p. Like I said, the game was rumuroed to be 720p30 years ago. Given how the PS4 version runs at almost hallf the target framerate when taxed where would that leave the Wii U? Unless they stripped out weather entirely or cut the car count in half it was never going to work.

Likely true. HD to weak or they simply to unskilled (see other consoles issues).

But that's not the point. They promised to deliver a version on Wii U and they flatly lied. They clearly never looked at a Wii U version in any serious way. So from the beginning they just lied and kept lying. Didn't have the courage or conviction to admit the obivious for all that time.
