It's an important title. Although the PS3 received weak 360 (one multi-platform developer acknowledged their games were quick & dirty) ports in the past (often very minor things apart from a very few titles), the later more demanding multi-platform games have been about on par. This is currently the most hardware demanding multi-platform game and despite development being lead on the 360 for this game the PS3 version is technically better.

Rockstar stated they feel they haven't really "cracked it" yet on the PS3 hardware, although they are now comfortable with the platform, so this is IMO a good indication of what's to come. Once they "cracked it" there should be room for huge improvements with regard to their game engine on the PS3 and they hinted DVD is not enough for their future games and that a default harddrive is really important to them.

(I think "cracked it" refers to game engine redesign, moving legacy parts currently running on the PPU to the SPUs)

Personally I think GTA V development will be lead on the PS3 and may not be ported to the 360 due to technical limitations

Well if the 360 outsells the ps3 version, which i think it will, it would be a stupid business choice to only develop the next one for the ps3.
