If you're talking about media format for a console, 32gb is not sufficient enough. If you're talking about media format for a handheld then 32gb is more than enough.  Remember, a console have a life span of 6-10 years. You need to think about the progression of games and technology throughout that life span. Games developers are going after 1080p resolution this mean that you will need a format that can handle the capacity especially first party games. If you look at Sony first party games, the games are now are clocking in at 30-50gb. 

Games will get bigger through the life span of a console, this means that you will need a format that can handle that growth. By limiting yourself to 32gb max format, you will run into issue in the long run. A good example of this is the Xbox 360. They opted to go the DVD format, but near the end of its life spans, games for the xbox 360 are coming in multiple discs. If Nintendo go with a small format, they will be in the same situation as the xbox 360.
