no its can.  you cant be a terrorist in a monarchy, or an oligarchy.  killing dictator isnt a crime, its a step towards your birthright, freedom.

I'm confused, we referring to democracies or dictatorships? Cause I thought this was about western countries and their definition of a terrorist. Elected officials, no matter what your views are of democratic election processes, are not dictatorships.
