Super Mario Galaxy 1 & 2 are some of the best looking games on the Wii and they're 60 fps. Same goes for MK8 on Wii U.

I don't believe gameplay and game tech are inherently divided. Gaming is ultimately a form of entertainment, and i often enjoy a game that makes effective use of those additional resources more than one that simply targets 60fps. I expect i'd have enjoyed TLOU less if they'd degraded the things that continually impressed me for something i'm not too fussed about. 

As for SMG and MK8, as I've stated previously, a game being 60fps doesn't stop it being able to excel at stuff, it just limits what you can and can't do without dramatic trade offs. If you want to make something like XCX, 60fps really isn't really an option unless you want to butcher a lot of what makes the game feel grand.
