I'm not sure the full story on it. Maybe Hiska knows better than I. But it's why you often see rapidly bomba-binned titles in Japan when they overshipped, because its the only way for retailers to get rid of their copies. Compared to in the west, I think retailers are able to return copies to publishers should they remain unsold.
